How do I "lock" the screen or disable scrolling. I have the horizontal and vertical bars off but the mouse wheel will still scroll the screen.

The short answer is 'NO', you can't.

I always have to show "new people" not to scroll the wheel. When they do it accidentally they see their screen scroll away and believe they have done something wrong and come running to me to fix it. I thought there might be a "no scroll" check box somewhere.
