I don't have dialup.
my connection is cable broadband.!I can't connect

You don't need dialup. Telnet, SSH1, and SSH2 are network protocols that work over ANY TCP/IP network. This could be dialup, DSL, Cable, or your corporate network. You *DO* have to have a valid network path from you to your host in order to be able to connect to it. The host will also have to be running telnet or SSH server software or it will reject your connection attempt.
